Yolo County needs a strong professional running it’s County Clerk-Recorder/Assessor's Office, not a public policy advocate. The office is an elected nonpartisan role in order to provide equitable service to all citizens of the county.
David Schwenger is the Senior Appraiser for the Yolo County Clerk-Recorder/Assessor's Office. He Is the consummate professional, certified as Advanced Certified Property Tax Assessor. The county’s recent real estate boon could have easily produced an overwhelming volume of new property tax assessments. However, David’s 18 years of tax assessment experience has enabled him to improve the process. He recently processed over 19,000 parcels, accurately, in three months. He is running under a slogan that includes integrity and accuracy.
Although Jesse Salinas has implied he is the incumbent Yolo County Clerk-Recorder/Assessor, he is actually an appointee. He was appointed to complete the term of the previously elected office holder who resigned under the cloud of unethical, if not illegal, practices at the Clerk-Recorder/Assessor's Office. Suspicions confirmed in the previous Grand Jury’s findings.
It seems Jesse is continuing many of the “shady” practices around the voter roles. Yolo County is one of eleven California counties that have been sued over questions about a large number of ineligible/inactive voters on the rolls. He claims it is an impossible task to purge and verify the voter roles. David Schwenger has indicated these roles could easily be cleaned up using the same data that enables him to generate accurate tax bills; he doesn’t send tax bills to dead people and knows where people really live.
Jesse Salinas’ background, education, and “passions” confirm he is a policy (political) advocate. He holds a masters degree in Public Policy and spends a great deal of his time working with controversial non-governmental organizations such as the Future of California Elections (FOCE), an organization accused of working to undermine the security and accuracy of our elections. Which leads me to speculate as to what his slogan “Protecting Your Vote” really means.
We applaud Jesse’s desire to work the democratic process and advocate social change, however, this work does not belong within the nonpartisan role of Yolo County Clerk-Recorder/Assessor.
